The web installer is the default installer, which is offered through the update notifier in the application. It is a very compact setup file which will download all required resources from the cloud.
On the OpenColor page you can additionally find the "Main installer (Installer for offline systems)". This full installer contains all available database resources and therefore can complete the installation without internet access.
